Neil was born in Vancouver (1943) and graduated from UBC in 1966 with a B.Ed. in Art Education. After graduation he traveled to Europe for a year before settling down to a teaching position in Burnaby. Following two years of teaching Neil enrolled in Graduate Studies at Montreal’s Sir George Williams University (now Concordia) earning his M.A degree in Art Education. In 1971 he moved back to Vancouver and resumed teaching with the Burnaby School Board.

During the next several years his time was occupied designing and building a home, raising a family and quietly pursuing his art. Over the years Neil has produced several series of work including his Lynn Valley Series, received a Canada Council Explorations Grant, undertaken private commissions and participated in community, private and group exhibitions. In 1999 Neil retired from teaching art after thirty two years. Since his retirement he has been pusuing his art with more vigour and committment.
